Mergers could also alleviate competition for limited financing. The net result, borne out of data from the Low-Income Housing Tax Credit (LIHTC) program, is that there are fewer affordable housing developments being financed by the LIHTC than 20 years ago, with more developers (both for-profit and nonprofit) pursuing them.
