The law was meant to allow landlords to retire from the rental business, not to evict tenants and flip property, but abuses are common. To name a few: Every time a rent-controlled unit is lost, the new market-rate rent averages over $3,500 for a one-bedroom unit. Often, this is done by converting rental housing to condo ownership.
